International Alert: Benue State Manager

International Alert began operations in Nigeria in 2011 as a partner on security governance within the Nigeria Stability and Reconciliation programme (NSRP). Since then we have launched a social cohesion programme in the Northeast, while expanding our technical advisory in conflict and gender sensitivity to various governance and reform programmes.

Role Purpose
The State Manager will be responsible for managing Alert’s scope of work in Benue State for a UNWOMEN-funded project on Women,
Peace and Security (WPS). The overall programme will be implemented in Bauchi and Benue States and will increase women’s effective participation in peace and security processes, peace negotiations, conflict prevention and resolution; and will improve public perception on the role of women in peace and security, at all levels. The State Manager will support targeted stakeholders to implement and monitor the National Action Plan on WPS at state level; will support the establishment of a women’s mediation platform; and will establish media initiatives to change perceptions on WPS.

The State Manager will manage the day-to-day implementation of the project in Benue from a programme and financial perspective, including ensuring adequate monitoring mechanisms. S/he will supervise a Benue programme/M&E officer and coordinate with Alert’s Senior Gender Adviser, Senior Conflict Sensitivity Adviser and finance, operations and monitoring and evaluation teams. S/he will coordinate with the Bauchi State Manager to ensure synergy and learning across the whole project. S/he is expected to liaise with relevant stakeholders, including government and other INGOs in Benue. S/he will ensure the project is executed in compliance with Alert, donor and government regulations. This position will report to the Senior Programme Officer, Advocacy and Communications based in Abuja.

Key Responsibilities:
1. Staff management

  • Line manage a programme/M&E officer, including supervision of work-planning, implementation, reporting and monitoring, and performance management
  • Coordinate workplanning and results-sharing with Bauchi State Manager and ensure synergy and cross-state learning
  • Liaise with Senior Gender Adviser and Senior Conflict Sensitivity Advisor to plan support needs
  • Recruit and supervise technical consultants for project activities

2. Project management

  • Take overall management responsibility for project implementation in Bauchi, including developing and updating workplans and implementation strategies
  • Ensure activities implemented in line with project outcomes, on time and with quality
  • Ensure clarity about roles and responsibilities among project stakeholders
  • Monitor and continuously assess the operating context and the project activities, and recommend changes in approach accordingly
  • Ensure compliance with UNWOMEN and Alert Nigeria operational policies
  • Liaise and coordinate with relevant stakeholders

3. Financial management

  • Develop project implementation budgets in close collaboration with the finance team
  • Oversee and monitor project expenditure in close collaboration with the finance team, ensuring expenses are appropriate and eligible
  • Plan and forecast grant expenditure, project activities, procurement to ensure compliance with the project contract and budget and to prevent overspending or under spending

4. Reporting, monitoring and evaluation

  • Oversee the production of project reports for Benue
  • Develop and implement a monitoring and evaluation plan in collaboration with M&E Officer
  • Identify appropriate fora for the dissemination of project information and materials, and organize appropriate dissemination activities

5. Coordination with other stakeholders and with Alert staff

  • Ensure smooth communication and collaborative planning with other NGOs working in a similar domain in Benue
  • Participate actively in the management processes of the team, including team meetings, sharing of information, context analysis, and strategy development
  • Participate actively in State level forums on issues related to the project to promote cross-learning and collaboration with other organizations

6. Any other reasonable activities as determined by the line manager

Qualifications and Experience:

  • University degree in development, gender, peace and conflict
    studies, social studies, or related field
  • At least 5 years of work experience in a management role
  • Experience working in Bauchi state would be a strong advantage
  • Strong experience working in the field of women, peace and security
  • Strong experience in advocacy, particularly with state government stakeholders
  • Experience working with an INGO and/or with UN donors is strongly desirable
  • Excellent coordination and communication skills
  • Strong writing skills and good knowledge of Word, Excel and PowerPoint
  • Ability to work under pressure and in a high-risk security environment
  • Willingness to travel regularly to rural locations

Language Requirements:

  • English fluency (oral and written)
  • Knowledge of local languages such as Idoma and Tiv would be an advantage
