Presidential Committee on the North-east Initiative (PCNI)

The Presidential Committee on the North East Initiative – PCNI was established by President Muhammadu Buhari to serve as the primary national strategy, coordination and advisory body for all humanitarian interventions, transformational and developmental efforts in the North-East region of Nigeria.

The PCNI is designed to oversee all remedial programmes aimed at addressing the crisis in the North-east since 2009. The PCNI mandate also includes implementing the Buhari Plan, a blueprint for the comprehensive humanitarian relief and socioeconomic stabilization of the North-east as well as the return and resettlement of displaced persons. It is designed to achieve the peace, stability, socio-economic rehabilitation, reconstruction and long term sustainable economic development of the region.

Emergency Coordination Centre (ECC)

The Emergency Coordination Centre (ECC) was set up as the operational arm of the IMTF coordinating response efforts. In the last quarter of 2016, the ECC coordinated activities on the government and humanitarian side relating to development and launch of the 2017 Humanitarian Response Plan in Nigeria. The ECC aims at ensuring that the humanitarian response Plan is supported and aligned with the Federal Government of Nigeria (FGN) humanitarian and development strategies, and also provides support to resolving key bureaucratic challenges faced by the humanitarian community especially the International NGOs.

The ECC’s mandate also includes the setting up of regular coordination meetings with the humanitarian community and government counterparts, ensuring both parties are brought up to speed on the response.

Inter-Ministerial Task Force (IMTF)

The Inter-Ministerial Task force was set up in 2016 to serve as a platform to effectively confront the humanitarian response in the north-east. The IMTF support’s FGN’s efforts in the management of the humanitarian situation putting Cabinet Ministers in direct charge of sectoral coordination. The entire Task Force is led by the Ministry of Budget and National Planning, which coordinates and mobilizes the domestic, governmental and private sector resources necessary to effectively meet the challenge of the complex humanitarian emergency in the North East with the urgency it demands.

Inter-Ministerial Task Force (IMTF)

The CMCoord forum serves as a platform for planning and information exchange between humanitarian actors and the military. Regular meetings are held where the humanitarian community has an opportunity to engage the military on a range of issues relating to the humanitarian response.
